I believe energy poverty should cover both cooling and heating affordances within its definition.
There should be some guidelines on the EU level for all countries to fullfil. But the definition itself should be customized by each country regarding its specifics (in northern Europe there are bigger problems with heating in the winter; and in southern Europe more problems with cooling in the summer).
The definition should be relative (i.e. 2-times the median expenses for energy in households) and not absolute (more than 10% of household expenses go for energy).
