how can one become an energy advisor

In Slovenia there is a national scheme of energy advising network called En Svet that is coordinated by the national Eco Fund. It includes more than 80 professionals and provides free-of-charge consulting for citizens on the topic of energy efficiency, and also renewable energy sources. One can become part of the network, if he/she has a specific university degree in relevant field and must undergo an educational training.
